As we learned during the building of the Trans Alaska Oil Pipeline (TAPS), Alaska cannot mandate local hire. However, there is nothing wrong with adjusting the massive tax credits Alaska provides to companies doing business on the North Slope based on the percentage of local residents they employ. This is not a novel concept. It is one used by many municipalities around the state. Other states have a local hire incentive tied to local hire credits programs. Alaska should not reward out of state companies working on the North Slope with generous credits without any effort to require the hiring of Alaska residents.
